KPC Awards Ground Source Heat Pump Prime Vendor Contract to Trane

 

April 1 , 2005 - The Kentucky Purchasing Cooperatives, through the consent of KEDC's board of directors, has awarded the prime vendor contract for Ground Source Heat Pumps (GSHP) to Harshaw Trane. This contract encompasses all parts and components of a complete geothermal heat pump system typically installed in a Kentucky school building.

Due in large part to the state's temperate climate, Kentucky has become the fourth largest market in the United States for GSHP systems over the past decade. This temperate climate coupled with rising energy costs and tighter school budgets led KPC to pursue this contact for it's members.

KPC compiled this bid with the intent of finding a company of suitable strength and size to serve all of our member districts. A request for proposal was prepared with input from members of the engineering community from across the Commonwealth. In January 2005, the bid for GSHP was approved by the KPC board for publication. The bid process continued following model procurement guidelines and resulted in the awarding of the bid to Harshaw Trane based on their experience and competitive pricing structure.

Effective April 1, 2005, KPC member districts could purchase Trane GSHP systems utilizing the KPC prime vendor contract. It is noteworthy that as this prime vendor contract was awarded through the competitive bidding process, districts may take advantage of this opportunity without the time and expense of bidding this project themselves.

The procurement process for GSHP technology under this bid is as follows:

  1. The local school board expresses their intent to explore the GSHP option for their district.
  2. School officials contact Jerry Hedinger in the Harshaw Trane Comprehensive Solutions department via email at jhedinger@trane.com or by phone in the Louisville office at 502-499-7000.
  3. A preliminary examination of the existing building or construction plans is completed.
  4. Upon mutual agreement between the district and Trane, the local school board notifies the Kentucky Department of Education (KDE) of their intent to pursue the project by completing and approving a "BG-1" document.
  5. Upon state approval of the "BG-1" document engineers from Harshaw Trane along with members of the KPC staff will present a final proposal to the local school board.
  6. Once pricing is agreed upon, the local board submits it's final approval of the project to KDE for their approval.
